Civilized society -- and the emergency managers it relies upon to mitigate disasters -- can no longer ignore the potential for widespread "real-world" cyber warfare damage that can be inflicted upon the critical infrastructure which sustains basic life. The cyber vulnerabilities of the nation's infrastructure are so widespread that experts often urgently cite the need for more cyber defenses and "fixes" without offering much in the way of practical recommendations to guide public response agencies on how to work around failed infrastructure. The "doubling down" on the problem by deploying more costly defensive cyber equipment and fixes, which can be made moot in days as hackers work around such devices, is often times referred to as the "cyber security fallacy".
