El Diablo legislator Concepcion Rivera has proposed a measure to invest in infrastructure improvements for a crumbling Downtown, as well as subsidize the steep cost of cooling, water, and energy in their brutal climate. A game-changer for Downtown, for El Diablo, and they've got the votes.

That is, until the Jays begin targeting legislators who support it.
