For Ron, it begins soon after the millennium, in the West of England. He's happy, working as a technician for the Union Federale, until he sees those gas canisters. The superstate has its methods and you're not supposed to ask questions. Now he's one of the powerless, useless population, the "Rabbits voting for other rabbits".
