With the restructuring of world production and the phenomenal increase in international finance, the early post-war emphasis on stability has shifted increasingly to policies which favour competitiveness and efficiency. The reaction to the debt crisis of the 1980s, the spread of the market model and the globalisation of goods and financial markets have created a more conducive framework for capital movements. In practice it has become difficult to separate balance of payments assistance from structural adjustment and development finance. This book addresses the adaptation of international monetary arrangements to the rapidly changing environment but pays particular attention to developments in capital markets and their effects on financial flows to developing countries. If nothing else, the debt crisis proved how difficult it is for governments, multi-lateral financial institutions, banks and private investors to work at cross purposes. The book is an attempt to understand the forces driving the flow of capital from a development perspective and the institutional responses to the challenges posted to outdated structures and policies.

Ramesh Ramsaran

An Introduction to International Money and Finance

A comprehensive survey on Developments in the area of international money and finance over the post war period. The book, although relatively concise is remarkable in terms of the breadth and depth of its coverage. It provides a very clear description of the structure and operational features of the multilateral financial institutions and helps to shed light on the reasons for the controversies surrounding their operations. The chapter on international banking is of particular value.

Professor Karl M. Dennett, Associate Professor, University of Waterloo.

International finance is the most important but least understood element of the processes of globalisation now sweeping the world. In this insightful and timely new book, Professor Ramsaran performs an invaluable service in uncovering the key issues in a reader-friendly way. Of particular significance is its focus on the developing countries which are too often overlooked in existing studies. Teachers of economics and politics will welcome the opportunity this book provides to introduce a complex subject to students in an informed way.
