An American journalist in Morocco receives a message that Al Queda will put a nail in the body of Christ and a bullet in the heart of Israel.
Mark Allen, a former FBI regional director, retires to Port Aransas, a small fishing town near Corpus Christi, Texas. He befriends an Iranian American boat captain, Hassan (Hoss) Mohamed. On a fishing excursion in the Gulf of Mexico, Mark hooks a huge fish that leaps out of the water carrying an object behind it that explodes, destroying his boat. The blast throws Mark, Hoss, and a mate into the shark infested waters and they fight for their lives. A helicopter from the assault carrier USS Pusan rescues them.
After a medical exam and debriefing Mark returns to his waterfront condominium. His fiance, Gina, the owner of an Italian restaurant, greets him and they make love. She informs him that her husband died two years before and she could not bear to lose Mark, She intimates that if he is involved in hazardous work, she might break off the relationship. He assures her that he is retired and doesn't do anything dangerous anymore. Two weeks later the government calls him back to active service.
At a secret base, Hank Smith, a CIA analyst, decodes an encryption from a belly dancer's skirt that reveals a map of the Texas Costal Bend and Corpus Christi. The Naval Air Station, Ingleside base with its gigantic helicopter assault carrier and oil refineries are identified as potential targets.
Tariwique al Fawzi, alias Terrance Farr, a terrorist cell leader, contacts Hoss and informs him that he needs the fisherman and his bay boat for a martyrdom mission.
When Hoss objects, Farr tells him that Iranian Republic Guards hold his mother and two sisters captive. They will execute his family unless he complies with their demands. Hoss contacts Mark who in turn relays the information to the CIA.
