A critical overview of the reforms introduced in the water and electricity sectors and their impact on development in sub-Saharan Africa. Despite reported shifts in orthodoxy, policies are still focused on the same doctrine of privatisation and marketisation. This book unravels some of the traditional arguments presented in support of these policies before setting out the findings from detailed case studies.
